JACKSONVILLE —
The Jacksonville City Council came out in favor of the 2010 Jacksonville Independent School District bond issue up for voter approval in November. This decision was made during the Thursday evening council meeting.
Jacksonville Mayor Robert Haberle said the council unanimously passed an endorsement resolution in support of the bond election, which would use a $.19 cent per $100 valuation tax increase to fund the construction of two new elementary schools and renovations throughout the district.
One citizen, Ricky Richards, even spoke to the council during a public comments session to urge the council to support the bond election.
“I would echo the sentiment of Ricky Richards,” Haberle said. “We’re proud of the leadership at JISD ... we’re proud of our kids.”
Council members also voted to adopt a tax rate of $.6275 per $100 valuation, marked at $.1934 for interest and sinking and $.4341 for maintenance and operations. In addition to this .023 percent decrease over last year’s tax rate, council members also approved the new budget of around $12.5 million, slightly less than last year’s budget.
No action was taken on renewal of a franchise agreement with Oncor Electric Delivery Company, though action is expected as early as next month’s council meeting. Members also approved the following:
• Minutes of the city council meeting of Aug. 10 and the budget workshop of Aug. 25.
• Proposed budget of the Jacksonville Economic Development Corporation. Set at $1,934,800, it has a shortfall at $138,354.99, though JEDCO officials said this is a worst case scenario.
• Contract for the next year between the city and the chamber of commerce. This will provide the chamber with 75 percent of the revenue from the city’s hotel occupancy tax. Last year, at 90 percent, the chamber received $145,000. It is projected to receive $120,000 this coming year.
• Amending the code of ordinances in regards to charges applied to commercial wastewater rates. This will change the rates for commercial, industrial sewer customers and/or multiple family residences having over four units served by one water meter to a minimum charge of $15.50 per month. It will also add $2.50 for every 1,000 gallons of water supplied over 2,000.
• Streets to be blocked for the eighth annual Street Sweets event in October. Scheduled for Oct. 29 from 5-7 p.m., this will block Commerce from Bolton to the overpass and Commerce’s side streets, Main and Ragsdale.
• Miscellaneous budget amendments for the 2009-2010 fiscal year.
Jacksonville City Council meetings are normally held the second Tuesday of each month at 6 p.m. in the Norman Activity Center. They are open to the public and include a time for public comment on the agenda.
