JACKSONVILLE —
Aug. 27 will not only be the first day of school for JISD, but is also the public hearing date to discuss the 2012-2013 proposed budget.
At the public hearing the tax rate is slated to be set at $1.32, compromised of $1.04 for maintenance and operations and 28 cents for debt service. The tax rate did not change from last year.
Lindy Finley, assistant superintendent of finance and operations, said the proposed $34.6 million budget is balanced.
“We've worked extremely hard to make sure it was balanced,” she said. “With our state revenue and state system, we're set up to where we are going to be for the next few years.”
While maintaing a balanced budget, JISD employees will receive a 2 percent pay increase across the board.
“We tried to give our employees some kind of raise because our health insurance increased for the second year in row anywhere between 4 and 9 percent depending on the plan they have,” Finley said.
Calculated in anticipation district wide allocations, the campus will continue to cut back 10 percent per student, extra curricular activities will cut back 10 percent, and district departments will cut back 20 percent in fixed cost areas.
“The district as a whole is still operating at the same level as the prior year,” Finley said. “We hold 10 percent aside until we know the enrollment.”
Of the $34.6 million in projected revenue source, 29.16 percent of the revenue is received from tax collections. The property tax value increased nearly 2.2 percent at 100 percent value for the 2012-2013 proposed budget.
According to a presentation from the budget workshop, major factors that attributed to property tax increase was the increase in mineral value at 6 percent and the homestead cap, which exempts increase in property value, decreased 49 percent.
Of the remaining revenue source, nearly 65 percent comes from state aid, and less than 1 percent comes from the athletic gate, heard start program, facility rentals and federal.
