Bullard misses alcohol deadline

JACKSONVILLE —

The city of Bullard will have its alcohol election Nov. 2, rather than May 8. City Secretary Doris Crockett said. A local option election to legalize alcohol sales in Bullard was called during the monthly Bullard City Council meeting Tuesday.

She added petitions for the election, both for the legal sale of mixed beverages in restaurants by food and beverage certificate holders only and the legal sale of beer and wine for off-premise consumption only, gathered well over 200 signatures.

Two changes were made to the solid waste collection; Bullard trash pickup will be Friday, rather than Wednesday, and it will cost about $12.72 per customer. City Manager Larry Morgan said this is up $1.45 or so from the present cost.

Council members took no action on a presentation from Computerland Representative Dave Pickens on the city’s computer system and possible server upgrades. Members were told an upgrade to the current system would cost about $590 a month, up from $440, and would have life expectancy of around three years to remain up to date.

Members also approved adopting an ordinance correcting a field note description attached as Exhibit “A” for an ordinance adopted Feb. 9, which annexed 109.715 acres known as R2 Properties LLC., Thomas L. Roper Tract.

An executive session was held at the end of the meeting concerning Bullard’s extraterritorial jurisdiction issues with the city of Tyler, in addition to personnel matters for annual review, evaluation and compensation of the city manager.

“No action was taken on the executive session,” Morgan said.

Mayor Teresa Adams-Wilks said earlier in the meeting Bullard and Tyler are close to coming to a mutual agreement regarding the boundary dispute.

“I feel I’ll have something to report in the next month or so,” Adams-Wilks said.

Reports were also given by the police department, city manager, financial department, engineering and utilities department.
